Phan Huong received Doctor of Law Degree from Graduate School of Law – Nagoya University and currently teaching Law on Public Administration at Hanoi Law University.
I am passionate in ending violence against women as well as promoting the protection the rights of women in Vietnam. Huong has more than 20 years working as legal lecturer at Hanoi Law University which enables me to understand the political -social conditions of Vietnam, the gaps between domestic laws and international standards related to human right issues in Vietnam. I also have gained experiences in monitoring and evaluating projects implemented by International Plan in Vietnam, UNICEF, and doing baseline survey for the Safe Cities for Women and Girls Programme of the UN Women. I also have experiences in conducting surveys related to support services for the survivors of sexual abused, the vulnerable groups (children in conflict with the laws, sex workers…). Significantly, I also doing research on participation of women in legislation and gender – mainstreaming issues in Vietnam. I participated and gave presentation in Senior Officials Conference on Gender Mainstreaming in ASEAN Political – Security Community (APSC) Sectoral Bodies held on 11-12 September 2019 in Philippines. In 2021, I also gave presentation on legal issues related to LGBTQI+ at international conference: Rainbow Parl 21 held by Embassy of Canada in the Philippines, and the ASEAN SOGIE Caucus (ASC).
I am confident that with my experiences, motivation, and commitment, I am able to participate productively in the network with following qualifications:
- Expertise on gender and human rights, including women and children’s right, especially the right to access to justice of women who are the victims of violence.
- Professional knowledge and experience of Vietnamese administrative law, especially in Law on domestic violence prevention and control; Ordinance on Prostitution Prevention and Control; Law on Administrative Sanction. I also have experiences in studying human rights from international and comparative perspectives.
- Expertise on gender justice, gender equality and women's rights, including doing research on violations against women, domestic violence and legal frameworks for protecting female sex workers; as well as justice for children.
- Good understanding of gender-based violence problems in Viet Nam, especially the sexual violence and sexual exploitation, human trafficking.
- Experiences in doing research for the reviewing legal frame works related to domestic violence, mechanism for protection of women and children’s rights (comparative study).
- Expertise in working with governmental officers, legislators and law enforcement officers (investigators, prosecutors and judges), particularly in Ho Chi Minh and Hanoi city.
- Experiences in evaluation of projects/programs/models and designing training programs for building capacity, planning and monitoring project’s implementation.
