I am currently the World Bank's Country Manager for Mongolia, a country where I earlier lived in the mid-1990s. Before returning to Mongolia, I spent six years working on a range of governance issues in Vietnam, focusing access to information, transparency, anticorruption, and human rights. Prior to joining the team in Vietnam, I worked on governance, notably anticorruption and judicial reform, in the transition countries of central and eastern Europe and the former Soviet Union. In Mongolia in the 1990s I worked on institutional reform and studied the informal sector and the impacts of large-scale privatization. I am both a promulgator and occasional detractor of governance data and indicators. I received my PhD in Economics from the University of Maryland.
