Sam Muller is HiiL’s founding director. He also led the setting up of the Wildlife Justice Commission and the Justice Leadership Group. Before that he was closely involved in setting up the International Criminal Court (ICC) and the Yugoslav Tribunal (ICTY). He was also legal adviser at the UN refugee agency for Palestine refugees and taught international law. He holds a law degree and a doctorate in international law from Leiden University.

Sam has published and spoken extensively, focusing mainly on justice innovation, justice leadership, and international justice issues. He serves on various boards: chair of Supervisory Board of the World Wildlife Fund (The Netherlands) and the Wildlife Justice Commission. He is active within the World Economic Forum.
