CADEM is a non governmental organisation based in Impere Chiefdom, Bonthe District. It advocates for the impoverished and deprived people of Impere and other mining affected chiefdoms. Its late executive director was the late Mr. Leslie Mboka (may the lord bless him).

Sierra Rutile operation started 1954 and was known as sherbro minerals. Presently it is called Sierra Rutile Ltd. It has its epicentre of its operations in Impere Chiefdom. Tens of thousands of acres of land have been destroyed since that time and no realistic land reclamation process have taken place.

The inception of community advocacy and development movement (CADEM) was to address the above environmental and social issues caused by the Rutile and Vemetco Mines.
