CLPA Trust (Center for Law and Policy Affairs) has the mandate to ensure people’s policy for development and well being. CLPA started in 2008 working on local and national level policy and registered as a Non-profit organization in 2016.

CLPA team believes in ensuring sustainable development and works towards supporting and formulate national law and policy.  In the spirit, CLPA works at the community level with support from professionals and community-based organizations to take learning and successes to the national level by adopting a bottom-up approach. Community Intervention, Law and Policy Research, Policy Advocacy, and Media Advocacy are the key strategies of our work.

We also take a multidisciplinary approach towards public interest intervention and legal, policy research which is built on an ethic of social engagement and a rigorous and independent analysis of the policy. Through our work, we aim to equip citizens to better evaluate their own socio-political contexts and improve access to justice to marginalized groups.

We do not see ourselves as experts as we wave the principles of equity, inclusion, and belonging throughout our work, our privileges, and biases may affect our success. We invite your perspectives, comments, and suggestions and we promise that we will continue to invest in our education and training.

CLPA has conducted several pieces of research, a policy brief on Local government and waste management issues, such as Local government facilities to promoting physical activities and Challenges of manage waste of Local government are among those. CLPA is the co-founder of the Mayor’s Alliance of Healthy Cities, those who are working to build their community health and environment finely.

Syed Mahbubul Alam a public health and environment policy expert and working on policy advocacy for more than 17 years. He is the founder of the Center for Law and Policy Affairs, a policy advocacy, and research-based organization. Throughout his career, he has supported and led tobacco control law and policy development. He served as a legal expert of tobacco and policy drafting committee of the Ministry of Healy and Family Welfare of Bangladesh.

Mr. Alam was the director at WBB Trust, a policy advocacy organization, where he was also deeply involved in analysis, prepared recommendations, and capacity building of CSOs on Urbanization, Transportation, Water, and Economic and Social Justice related law and Policy. Some of the key achievements of those contributions are incorporate environmental protection and conservation in the constitution of Bangladesh, emphasize prevention in the health policy, Multimodal Transport Policy, amendment of Environment Court Act, the establishment of National Tobacco Control Cell, separate Ministry for Railway, recognized water as right in law, etc.

He has played a vital role to established serval civil society organizations; those are; Save the Environment Movement, Bangladesh Poribesh Andolon (BAPA), Sustainable Development Network of Bangladesh, Bangladesh Anti-Tobacco Alliance, Health Movement, and Framework Convention Alliance. From 2007 to 2014, he served as secretary of the Bangladesh Anti-Tobacco Alliance, a network of 700 grassroots CSOs.

Since 2015 he is working as an Advisor of The Union of Bangladesh, his role to advise and support Govt. and NGOs to implement tobacco control law under the Bloomberg initiative.

He has been regularly writing articles in newspapers, on Public Health, Environment, and legal issues. He also a co-writer of different publications, and his article/abstract has also been published in different international journals.
