The Centre for Strategic Litigation (CSL) is a Tanzania based partnership that seeks to advance the vision of a just, tolerant, vibrant and inclusive democracy grounded on respect for Rule of Law and justice for all. We deploy an innovative approach to litigation and advocacy that seeks to promote access to justice and public debate and education on key democratic principles and values. We use the law to encourage citizen agency in advancing democracy through strategic litigation, public education, petitioning, research legal and judicial reviews as well as strategic use of media especially online media. CSL seeks to advance development of case law on democracy, rule of law and freedom of expression in Tanzania by litigating at national courts and regional courts and the generation of action research which to strengthen advocacy and strategic litigation. Founded in, 2018 the organization was formed in response to growing threats to rule of law, expressive freedoms and the sanctity of the constitution in Tanzania.

Deus is the Chief Executive Officer of the Center for Strategic Litigation; an independent non-profit dedicated to promoting a vibrant democracy in Tanzania where justice and the rule of law are unequivocally upheld. With over a decade experience working to promote social justice in the Eastern African region, Deus joined his colleagues to set up CSL in 2018 amid concerns over growing impunity and gross human violations in Tanzania. He has since worked to establish the institution including leading the development of its first ever strategy. His passion for social justice and human rights stems from years working in the Eastern African region with some of the most marginalized communities and vulnerable groups. He has worked as a researcher; grant maker and independent advisor with numerous bilateral and multilateral organizations in Tanzania including the Legal Services Facility, the Policy Forum and the Foundation for Civil Society. Deus was the local researcher of the Open Government Partnership Subnational Pilot for Tanzania and Government Engagement Mentor for the Jamii Media Tushirikishane Project that seeks to transform relations between citizens and their elected leaders in Tanzania. He is a member of the Twaweza East Africa Research and Evaluation Advisory Group.
