PRISCCA was established in 1997 at Kamfinsa State Prison by a group of prisoners and it started operations in 2000. In 2002 it was registered as a non-governmental organisation with a prime mandate of supplementing Government efforts aimed at reforming and rehabilitating prisoners and prisons. Its vision is that of a modern prisons system constructed on the premise of enhanced correctional measures that can help inmates with social welfare and also help ex-prisoners to reintegrate into society. The mission is to provide prisoners with social welfare and with self-development skills that will make them productive members of society. The organisation is membership-based, drawing its members from the community, prisons officers, policy makers and prisoners themselves.
