PUSKAPA was established in early 2010 at Universitas Indonesia through a collaboration between the university’s Faculty of Social and Political Sciences (FISIP UI), Columbia University, and the Indonesian Ministry of National Development Planning (BAPPENAS). The Center was established to contribute to closing the gaps between knowledge and practice in the field of child protection and wellbeing in Indonesia.

Now PUSKAPA works to help policymakers improve children’s access to health, education, justice, and social protection. It pursues its goals through research to generate the scientific evidence that is necessary to formulate durable solutions to the inequities affecting children’s well-being. In addition to producing world-class research, the Center designs, manages, and evaluates innovative programs around the country, and has become a highly influential advocate for policies that advance the fulfillment of children’s rights.

PUSKAPA is also invested in building the capacity of researchers and practitioners in the sector, offering graduate-degree training in child protection, as well as dedicated mentorship, and a range of trainings in research methodology, policy advocacy, and effective communication. Through this integrated approach, PUSKAPA aims to situate children, families, and community wellbeing within the context of key national priorities, including economic growth, social protection, and sustainable development.

I am a research associate in PUSKAPA-Center on Child Protection and Wellbeing. I support the planning and implementation of PUSKAPA’s research agenda to situating access to justice in child protection and wellbeing strategies in Indonesia and then transforming the research findings into programs and policies that facilitate children and families, especially the most vulnerable, to adequate public services, including health, education, protection, and social care.

My passion for research brought me to work with PUSKAPA after graduating from Criminology, Universitas Indonesia. Currently, I am working as a Research and Advocacy Assistant, contributing mainly to Access to Justice programs. I lead juvenile justice research initiatives and advocacy efforts as we are working closely with the Indonesian government to give inputs and build evidence.

PUSKAPA with our work in Civil Registration and Vital Statistics (CRVS) sheds some light on the issue of access to legal identity in Indonesia. To complement this effort, recently we expand our attention to the most discriminated population who are stateless, or at risk of being one.

In my free time, I work with SUAKA, a civil society network, to advocate for more accommodating policies for child refugees.

By joining the network, I aspire to learn from the other organizations on working towards a more inclusive legal identity and citizenship policies.
Shaila Tieken is the network champion (main point of contact) for PUSKAPA – Center on Child Protection and Wellbeing.
