UNHCO is a not for profit, Non-Governmental advocacy organisation operating across Uganda. We envision a Uganda where the healthcare system guarantees full enjoyment of the right to health by all people. UNHCO exist to promote full integration and implementation of the rights based approach in Uganda’s health sector through meaningful citizen-duty bearer engagement in healthcare planning and delivery.

The main activities of UNHCO include; advocacy for the right to health, research, social mobilization for health, capacity building, building partnerships and networking and social accountability for health. Through these activities and approaches, UNHCO has made a number of achievements as follows;

UNHCO made her mark in national level advocacy when it spearheaded the formulation of a Patient’s Charter for Uganda which provides an overall framework for empowerment of health consumers to demand for high quality healthcare and promote accountability. The charter was adopted by the Ministry of Health and it is being implemented in the health sector. It is currently working with Members of Parliament on “Patients’ Rights and Responsibilities Bill” to operationalize the Charter and with Makerere University School of Public Health on Universal Health Coverage in Uganda.

UNHCO was elected to lead and represent Civil Society and community at different forums including the Health Policy Advisory Committee  the highest policy making body in the ministry of health.

UNHCO is a member of the International Alliance of Patients Organisation. UNHCO headed the Secretariat of the Eastern and Southern African hub of the Community of Practitioners on Accountability and Social Action in Health (COPASAH) from inception in 2012 to 2017; a member of the Global Partnership for Social Accountability (GPSA), a body that brings together researchers and practitioners in social accountability across the globe.

Kaitiritimba Kitungi Robinah is the Executive Director of Uganda National Health Consumers’ Organization (UNHCO). Robinah has for over 20 years had a successful career in leadership and management with 8 years in the banking sector and over 15 years in Civil Society leadership in the health sector representing patients’ voices at both community and national policy level as a community representative at the Health policy Advisory Committee (HPAC) of the Ministry of Health Uganda and has been Principal Investigator for several Studies on the Right to Health and Social Accountability. She is a seasoned expert and an authority on the Rights Based Approach (RBA) and Social Accountability, across the private and public sectors working with parliament to pass people-centred laws and mobilizing civil society and communities to engage duty bearers to ensure that services respond to citizen needs.

Robinah has led various interventions on citizen engagement for health that have resulted into significant improvements at local and national levels. Her achievements include; drafting and getting government to adopt the Patients Charter for Uganda, developing and rolling out the UNHCO community Score Card in the districts, leading the development of the Sexual, Reproductive, Maternal, Newborn, Child and Adolescent Health (SRMNCAH) score card, leading the advocacy and passage of the Tobacco Control Bill 2015 as part of the broader campaign for the control of Non-Communicable Diseases ad Universal Health Coverage and establishment of citizens’ engagement platforms in over 30 districts in Uganda.

At International level, Robinah has been appointed to various positions as a result of her work at policy and community level in Uganda. As a Patient Safety Champion for Afro- region under the World Health Organisation (WHO) Patient Safety Programme, she has served on several WHO expert Panels including the WHO Advisory Group on the Governance of the Private Sector for Universal Health Coverage (UHC), Childhood Obesity, Injection Safety, Surgical Site Infection Prevention, Patient and Family Engagement, African Partnership for Patients Safety among others. She is also the Civil Society Representative for the Global Financing Facility. As part of community mobilization for change, Robinah mobilized communities to spearhead implementation of tobacco control in Uganda for which she received the Bloomberg Philanthropies award on behalf of UNHCO in 2018.
