Solidarity Statement on Myanmar

JOINT STATEMENT OF SOLIDARITY BY THE LEGAL EMPOWERMENT NETWORK MEMBERS IN SOUTHEAST ASIA ON THE MYANMAR SITUATION

We, Southeast Asian members of the Legal Empowerment Network (LEN SEA) stand in solidarity with the people of Myanmar, especially those who actively seek a just solution to the current crisis.   The Legal Empowerment Network is the largest global community of grassroots justice defenders, with a global membership of more than 2,000 organizations and 9,000 individuals from over 160 countries.  Together, we are building a global movement for legal empowerment: one capable of mobilizing millions and collectively tackling the greatest justice challenges of our time.

We are gravely concerned that the recent developments in Myanmar jeopardise whatever progress the country has built to restore democracy.  Without civilian rule and democratic institutions in place, people are deprived of their freedoms and vulnerable sectors are at high risk of suffering from human rights violations.  Democracy is imperative in building a strong nation anchored on principles and policies that put people in the center.

We urge the Association of Southeast Asian Nations (ASEAN) and the ASEAN Intergovernmental Commission on Human Rights (AICHR) to take concrete and urgent actions to address the situation in Myanmar. We remain steadfast in our stand that, no matter what, democracy and the people’s will should prevail.

We call on the ASEAN and AICHR to fulfil their mandates to safeguard human rights and fundamental liberties and ensure peace and stability in the region. For these principles are non-negotiable and are vital to a thriving and just society.

We also call on the international community, especially our fellow ASEAN citizens, to remain vigilant and be watchdogs for our Myanmar brothers and sisters.

We join Myanmar and its people in their struggle and clamor for peace and justice. At all times, the public’s voice must be heard the loudest.  To the people of Myanmar, we see you and we hear you.

အရှေ့တောင်အာရှဒေသတွင်း  ဥပဒေစွမ်းဆောင်ရည်မြှင့်တင်ရေး  ကွန်ရက်(LEN SEA) အဖွဲ့ဝင် များသည် မြန်မာပြည်သူများ  အထူးသဖြင့်  လက်ရှိရင်ဆိုင်နေရသည့်  စိန်ခေါ်မှုအကျပ်အတည်းများ အတွက်  တရားမျှတသည့် ဖြေရှင်းမှုများကို  တက်တက်ကြွကြွ  ကြိုးစားရှာဖွေနေကြသူများနှင့်အတူ  တစ်သွေးတစ်သားတည်း စည်းလုံးညီညွတ်စွာဖြင့်  ရပ်တည်လျက်ရှိပါသည်။  LEN သည်တရားမျှတမှုကို ကြိုးပမ်းကာကွယ်နေကြသူများဖြင့်ဖွဲ့စည်းထားသည့် ကမ္ဘာ့အကြီးမားဆုံးကွန်ရက်တစ်ခုဖြစ်ပြီး  နိုင်ငံပေါင်း  ၁၆၀ ကျော်မှ အဖွဲ့အစည်းပေါင်း ၂၀၀၀ ကျော်နှင့် တစ်သီးပုဂ္ဂလ ၉၀၀၀ ကျော်တို့ အဖွဲ့ဝင်များအဖြစ် ပါဝင်ထားပါသည်။ ကမ္ဘာ့လူဦးရေ သန်းပေါင်းများစွာအား စည်းရုံး လှုံ့ဆော်ပေးခြင်းဖြင့် ကျွန်ုပ်တို့ခေတ်တွင် ပေါ်ပေါက်လာသည့် တရားမျှတမှုဆိုင်ရာ စိန်ခေါ်မှုများအား စုစုစည်းစည်းဖြင့် တုန့်ပြန်ဖြေရှင်းနိင်ရေးအတွက်  ကမ္ဘာလုံးဆိုင်ရာ ဥပဒေစွမ်းဆောင်ရည်မြှင့်တင်ပေးရေး  လမ်းကြောင်းတစ်ခုကို  ဖော်ဆောင်နေသော ကွန်ရက်အဖွဲ့ကြီးလည်းဖြစ်ပါသည်။

မြန်မာနိုင်ငံတွင်လတ်တလောဖြစ်ပေါ်နေသောအခြေအနေများသည် ယခင်တည်ဆောက်လာခဲ့သည့် ဒီမိုကရေစီစနစ်ဖော်ဆောင်မှုများအား ယုတ်လျော့စေသည့်အတွက် အလွန်အမင်းစိုးရိမ်ပူပန်မိပါသည်။ အရပ်ဘက်အုပ်ချုပ်မှုစနစ်မရှိလျှင်၊ ခိုင်မာအားကေင်းသည့် ဒီမိုကရက်တစ်အဖွဲ့အစည်းများ မရှိလျှင် ဒေသခံပြည်သူများအနေဖြင့် ၎င်းတို့၏လွတ်လပ်ခွင့်များ ဆုံးရှုံးသွားကြမည့်အပြင် ထိခိုက်လွယ်သောအုပ်စုများအနေဖြင့်လည်း လူ့အခွင့်အရေးချိုးဖောက်ခံရမှုများကြောင့် နောက်ဆက်တွဲဆိုးကျိုးများကိုပိုမိုဆိုးရွားစွာ ခံစားလာရနိုင်ပါသည်။ ပြည်သူလူထုကိုဗဟိုပြုစဉ်းစားသည့် အခြေခံစည်းမျဉ်းများနှင့် မူဝါဒများဖြင့်ပြည့်စုံသော တောင့်တင်းခိုင်မာသည့်နိုင်ငံတစ်ခုကို တည်ဆောက်မည်ဆိုပါက ဒီမိုကရေစီ စနစ်သည်အခြေခံအကျဆုံး ဖြစ်ပါသည်။

မြန်မာနိုင်ငံတွင် လက်ရှိဖြစ်ပေါ်နေသည့်အကျပ်အတည်းများအား ပြေလည်စွာတုန့်ပြန်ဖြေရှင်းနိုင်ရေး အတွက် တိကျပြတ်သားသည့် လိုအပ်သောအရေးယူဆောင်ရွက်မှုများကို အမြန်ဆုံးဆောင်ရွက်ပေးနိုင်ရေးအတွက်ကိုလည်း အရှေ့တောင်အာရှနိုင်ငံများအသင်း (ASEAN) နှင့် လူ့အခွင့်အရေးဆိုင်ရာအာဆီယံနိုင်ငံများကော်မရှင်(AICHR) တို့အား တိုက်တွန်းတောင်းဆိုအပ်ပါသည်။ မည်သို့သောအခြေအနေမျိုးတွင်မဆို ဒီမိုကရေစီနှင့်လူထုဆ န္ဒတို့ကသာလျှင် လွှမ်းမိုးစေရမည်ဟူသော မိမိတို့၏ခံယူချက်ကိုလည်း မမှိတ်မသုန်ဆက်လက်ထိန်းသိမ်းသွားမည်ဖြစ်ပါသည်။

ASEAN နှင့် AICHR အဖွဲ့ကြီးများအနေဖြင့်လည်း ဒေသအတွင်းတွင် လူ့အခွင့်အရေးနှင့် အခြေခံ လွတ်လပ်ခွင့်များအား အကာအကယွ် ပေးရေး၊ ငြိမ်းချမ်းရေးနှင့် တည်ငြိမ်မှုများခိုင်မာစေရန် ထိန်းသိမ်း ပေးထားရေး ဟူ သော မိမိတို့၏ဦးတည်ချက်လုပ်ငန်းစဉ်များအား  အပြည့်အဝအကောင်အထည်ဖော် ဆောင်ရွက်သွားကြရန် ထပ်လောင်းတိုက်တွန်းအပ်ပါသည်။ အဆိုပါ အခြေခံစည်းမျဉ်းများသည် အလျှော့အတင်းပြုလုပ်၍မရနိုင်ကောင်းသည့်အပြင်  ဖွံ့ဖြိုးတိုးတက်ပြီး  တရားမျှတမှုနှင့်ပြည့်စုံသည့် လူ့အသိုက်အဝန်းတစ်ခုအတွက် မရှိမဖြစ်လိုအပ်သောအရာများပင်ဖြစ်ပါသည်။

နိုင်ငံတကာအသိုင်းအဝိုင်း အထူးသဖြင့် အာဆီယံနိုင်ငံများမှ မိတ်ဆွေများအနေဖြင့်လည်း မြန်မာနိုင်ငံ အတွင်းမှ ကျွန်ုပ်တို့၏ ညီအစ်ကိုမောင်နှမများအတွက် သတိမပြတ် စောင့်ကြပ်ကြည့်ရှုနေပေးကြပါရန် တိုက်တွန်းအပ်ပါသည်။ ငြိမ်းချမ်းရေးနှင့်တရားမျှတမှုတို့အတွက်တိုက်ပွဲဝင်နေကြသည့် မြန်မာပြည်သူပြည်သားများနှင့်အတူ ကျွန်ုပ်တို့အားလုံး အတူတကွပူးပေါင်းရပ်တည်လျက်ရှိပါသည်။ မည်သည့် အခြေအနေမျိုးတွင်မဆို ပြည်သူ့အသံသည်သာလျှင် အကျယ်လောင်ဆုံးအဖြစ် ကြားသိနေစေရမည် ဖြစ်ပါသည်။ မြန်မာနိုင်ငံရှိ လက်ရှိအနေအထားများအား ကျွန်ုပ်တို့အားလုံး စဉ်ဆက်မ ပြတ် မြင်တွေ့၊ ကြားသိနေရကြောင်းကိုလည်း မြန်မာပြည်သူလူထုအား အသိပေးအပ်ပါသည်။
