Employment Opportunity: Legal Aid and Justice Sector Reform Expert (Team Leader)

The Bureau for Institutional Reform and Democracy (BiRD) is looking for an experienced International Senior Legal Aid and Justice Sector Reform Expert for a short-term mission in Malawi.

  Programme: DEVELOP A STRATGEY AND IMPLEMENTATION PLAN FOR THE NEW LEGAL AID ACT

Starting period: mid July 2012 Project duration: 44 w/d Location: home-based and Malawi Deadline for submission of CVs: 24/05/2012

Description of the Mission

Global objective: The global objective of this assignment is to contribute towards the achievement of Result Area 1 of the Democratic Governance Programme: Improved access to quality and responsive justice for all.

Specific objective: To develop a 5 year strategy for the implementation of the new Legal Aid Act (2010), complete with an implementation and investment plan.

Senior Expert International Legal Aid and Justice Sector Reform Expert (Team Leader) Profile required:

Qualifications and skills

• Advanced university degree in law, human rights, political science or related field.
• Proven team leadership, team coordination and client liaison abilities.
• Fluent in spoken and written English;
• Excellent analytical competence and interview skills;
• Active listening skills and strong report writing skills;

General professional experience

• Minimum of 10 years of relevant professional experience.
• Proven experience in conducting sector specific reviews, institutional assessments and/or evaluation/monitoring missions.

Specific professional experience

• Knowledge and experience of justice and Rule of Law sector reform strategies in developing countries is essential.
• Proven experience in the area of legal aid reform and legal aid policy advice/analysis in a developing country context is essential.
• Sound understanding of common law justice systems in the African context will be an advantage.
• Proven knowledge and experience of public sector capacity assessment, organisational development and change management is considered an asset.
• Knowledge of the Democratic Governance Sector in Malawi is considered an asset
