Building the Foundation for Access to Justice in Rwanda: A Report of the Legal Aid Baseline and Needs Analysis Survey

This 2007 study, commissioned by the Legal Aid Forum Rwanda with the Ministry of Justice, is intended to provide information on the current practices and problems with legal aid service provision.  The study uses both qualitative and quantitative data obtained from 130 respondents and 40 focus group sessions.  Overall the results illustrate a lack of understanding of legal aid, specifically with regards to ability to pay for legal services, and how this lack of understanding has a negative effect on the legal aid sector as a whole.
