Este informe ante la Relatoría sobre Derechos Ecónomicos, Sociales, Culturales y Ambientales de la CIDH se relaciona a otros informes previos presentados por las organizaciones civiles de la región, tiene como antecedentes la audiencia sobre la situación de los asentamientos precarios urbanos realizada en 2015 por la CIDH, así como otros informes temáticos elaborados por la misma Comisión a nivel regional y por la Relatoría Especial sobre el Derecho a una Vivienda Adecuada de Naciones Unidas en el ámbito universal.
El documento pone en conocimiento de la Relatoría -brevemente- la sucesión de violaciones de derechos, omisiones, medidas y políticas sobre vivienda y hábitat que se dirigieron a la población de las villas de la Ciudad de Buenos Aires, Argentina. Luego aboca a desarrollar la violación de derechos que sufre la población de villa 15, el Núcleo Habitacional Av. del Trabajo y el Barrio Santander. Para ello se refiere a la problemática de la falta de acceso a servicios públicos esenciales y como ello impacta en la violación del derecho a la vivienda, al hábitat, a la vida, a la salud y al acceso al agua.

This report presented to the IACHR Rapporteurship on Economic, Social, Cultural and Environmental Rights is related to previous reports presented by civil society organizations in the region, has as background the 2015 IACHR hearing regarding the situation of precarious urban settlements, as well as other thematic reports developed by the same Commission at the regional level and by the UN Special Rapporteurship on the Access to Adequate Housing at the international level.
The report draws attention to the Rapporteurship -briefly- regarding the succession of human rights violations, omissions, measures and policies with regards to housing and habitat suffered by the inhabitants of the villas of the city of Buenos Aires, Argentina. It then explains the violation of human rights suffered by the inhabitants of villa 15, Núcleo Habitacional Av. del Trabajo and Barrio Santander. The report talks about the lack of access to essential public services and how this impacts on the violation of the right to housing, habitat, life, health and access to water.
