This report seeks to paint a comprehensive picture of access to justice  in Mindanao province, Philippines, with a focus on the primary justice needs of indigenous peoples and communities living in poverty. The report identifies the key barriers to access to justice in both formal and informal justice systems and assesses the extent to which citizens’ justice problems are solved.

The report is  based on semi-structured interviews with key government and community stakeholders in Mindanao, in the Philippines.  It was produced jointly by Sentro ng Alternatuive Lingap Panligal and the American Bar Association – Rule of Law Initiative.
