Protecting Education in Insecurity and Conflict: An International Law Handbook

Education Above All (EAA) is chaired by Her Highness Sheikha Moza Bint Nasser of Qatar, UNESCO Special Envoy for Basic and Higher Education. It is a policy research and advocacy organization concerned with protecting the right to education in insecurity and conflict. EAA serves as a catalyst for concerted action amongst global partners to prevent attacks against education at such times and to respond more effectively to those attacks that do occur. In so doing, it seeks to strengthen accountability and diminish associated impunity.

A body of objective, peer reviewed research underpins each EAA program, its publications being widely disseminated in a variety of formats, readily available and without charge. Referred to by former International Court of Justice President Dame Rosalyn Higgins DBE, QC as ‘an unusual and important Handbook … [offering] depth and conceptual clarity’, it examines the availability and protection of education during insecurity and armed conflict by reference to three bodies of law: international human rights law, international humanitarian law, and international criminal law.
