Report of the open-ended intergovernmental expert group meeting on strengthening access to legal aid in criminal justice systems

In order to improve access to legal aid in criminal justice systems, the UN Office on Drugs and Crime (UNODC) convened an open-ended intergovernmental meeting of experts held in Vienna from 16-18 November, 2011. One primary purpose of this report is to offer concrete, practical Principles and Guidelines for countries to strengthen access to legal aid in their criminal justice systems.

Guideline 14 advocates for state recognition of paralegals in domestic law as one method to strengthening criminal justice systems.
