Situational Analysis: A practical method for Starting a Paralegal Program

Before establishing a paralegal program, it is important to analyze the feasibility and requirements of the program in its local context. The first step is to identify unmet justice needs in the community that could be addressed by paralegals. This tool outlines that initial needs assessment process, as well as how to subsequently assess a community’s legal and judicial environment, how to estimate the necessary human and physical resources for a program, and how to identify potential candidates to become paralegals.
