The Center for Policy Studies within Central European University is dedicated to multi-disciplinary and comparative policy research.

The Center for Policy Studies was established in 2000 to advance teaching of public policy in the CEE and CIS region and, secondly, to promote greater use of social science research in policy making. CPS served as the institutional home of the initial master program in policy studies at CEU and has become a university research center that combines teaching, research and occasionally acting as a university-based think tank managing topical platforms, social policy monitoring, and providing academic research support to policy innovations.

CPS activities draw on its existing multi-disciplinary resources from law, economics, political science and sociology but also from its connections with open society driven partners.  CPS pursues interdisciplinary research projects in cooperation with both CEU and external partners. Its research is comparative, methodologically diverse and policy oriented, and provides critical perspectives on the formulation, production and implementation of public policy.  CPS research is especially focused on cross cutting themes such as equality and social justice, territorial development and social cohesion, governance and policy actors.

CPS works with junior and senior researchers, visiting fellows, and provides internships and other research opportunities for MA and PhD students at the CEU and beyond. Many of our research projects feed directly into teaching, summer schools, executive courses as well as the PhD programs of the CEU.

Besides its research work, CPS has been involved in mentoring, training and capacity building in Central and Eastern Europe and beyond, and regularly organizing roundtables and workshops.  In its ongoing commitment to supporting public policy teaching, CPS manages the largest on-line database of public policy research from CEE and CIS countries, and regularly takes part in initiatives to develop new courses and programs for graduate students and faculty members in public policy.

Agostina was born in San Miguel de Tucumán, Argentina. She
studied to be a lawyer at Universidad de San Andrés. In 2016,
she received her Masters of Laws (LLM) with merits from
Michigan Law School, with a focus on Women’s Rights and
Professional Ethics. After her LLM, she received a Fellowship
for the Study of Professional Ethics in Auschwitz for the Law Program, conducted
by David Luban and Judith Lichtenberg. She worked in the Direction of Regional
and International Cooperation of the Public Prosecutor’s Offi ce in Argentina and was also a law professor at Universidad Torcuato Di Tella, Universidad de San Andrés and Universidad de Palermo, where she taught human rights, constitutional law and professional ethics. She is currently pursuing a Master of Laws in Human Rights (International Justice Specialization) at Central European University, thanks to a CEU Budapest Foundation Scholarship.

Anastasiia is a second-year MPA student at Central European University, focusing her studies on international law and security studies. She holds a bachelor’s degree in Advertising and PR from Oles Honchar Dnipro National University (Ukraine) and a master’s degree in English Studies from Uniwersytet SWPS (Poland). Prior to coming to CEU, Anastasiia worked for 2,5 years as a Media Relations Adviser at the Administration of the President of Ukraine, advising senior officials on communication with foreign media as well as drafting opinion pieces of the President of Ukraine and other key public officials.

Bernhard Knoll-Tudor

Prior to his appointment as director of the CEU School of Public Policy's Global Policy Academy, Bernhard worked for the OSCE, an international organization devoted to ‘hard’ security as well as to human rights diplomacy. He was involved in policy design and public relations, both at the level of field missions (Sarajevo, 1999-2000; Prishtina, 2000-2002) and at the OSCE Office for Democratic Institutions and Human Rights (ODIHR) in Warsaw (special adviser to the director, 2006-2012). He has held positions at the European Union Monitoring Mission (deputy head, Political and Information Division, Bosnia & Herzegovina, 1998); the United Nations Administration Mission in Kosovo (acting Temporary Media Commissioner, 2003), and with the Austrian Ministry of Foreign Affairs (Political Directorate, desk officer for EU accession countries, 2005-2006). Bernhard earned a master in law at the University of Vienna and an MA in international relations and economics at Johns Hopkins/SAIS with a focus on IR theory (Bologna and Washington, D.C.). He obtained his PhD from the European University Institute in Florence, Italy, and is the author of Legal Status of Territories Subject to Administration of International Organisations (Cambridge University Press, 2008). He teaches SPP’s course in public international law.

I did my bachelor degree in Law (LL.B) at Haramay University and obtained masters degree (LL.M) in Business Law from Addis Ababa University, both public universities in Ethiopia. Currently I am studying public policy in the masters (MA) program of School of Public Policy at Central European University.

I worked in court and Ministry of Justice (Ethiopia) for the first almost two years just after obtaining my LL.B. Thereafter I joined the academia and taught undergraduate law courses in different public universities of Ethiopia, mainly at Dilla University, School of Law. Besides the teaching task, I used to actively engage in the Law School’s community service program that provides legal aid services for the needy section of the surrounding community. I was also practicing law both as a licensed legal practitioner and as a Head of Dilla University Legal Service Office. Currently I’m doing a research on the area of land tenure policy and rural livelihood.

Jake is currently in the second year of a 2-year Master of Public Administration program at the Central European University School of Public Policy. After graduating with a bachelor’s degree in economics from the University of Oregon, Jake spent 3 years teaching English and facilitating project design and management in Northwest Ukraine as a Peace Corps Volunteer. Last summer, he worked again in Western Ukraine as a Local Economic and Community Development Intern with the DOBRE (Decentralization Offering Better Results and Efficiency) project. After graduation, Jake hopes to work in the field of local economic and community development in Central or Eastern Europe.

Nikhil is a public policy candidate at the School of Public Policy, Central European University. Prior to his arrival in Budapest he worked as a Policy Assistant to a Member of Parliament in India. He holds a Master's in development studies from Ambedkar University, Delhi. He engages with students preparing for law entrance exams in India on a regular basis and served as the Content Analyst at a leading private education enterprise India.
