HURILAC is a non-profit organization that was founded with the intention to research, teach, train, analyze and implement grassroots based initiatives to address human rights issues in Uganda. Its mission is to ensure an increase in awareness, public interest litigation and outreach.

HURILAC therefore identifies a target human rights issue, carries out grassroots based research on the problems and interventions required and then implements them with support of the community, stakeholders and funders.

The organization also intends to actively engage with the African commission on Human and Peoples’ Rights, the Special Mechanisms and committees of the Commission to address nationwide human rights issues during sessions of the commission. As such, the organization intends to create the participation of individuals and organizations in such sessions to increase the voice of the communities at the international level.

Whereas the organization targets the population at large, special emphasis is given to vulnerable and marginalized groups. However the results of the activities benefit the country as a whole by increasing its human rights compliance as well as the human rights arena generally by increasing jurisprudence, public participation and government support.

The organization is pooling human resource from Greatlakes region as well as the SADC regions by liaising with human rights legal aid clinics and institutions.
