Working together for equitable access to justice in Rwanda

The Legal Aid Forum (LAF) is a membership-based network of 38 national and international NGOs, professional bodies, universities, legal aid clinics, faith-based organizations and trade unions that provide or support legal aid services to the indigent Rwandan population or vulnerable groups.

Established in 2006, and registered as a national NGO (network) in 2009, the Legal Aid Forum creates a space for member organizations to share information and best practices and to collaborate in capacity building, research and evidence-based advocacy. The LAF Secretariat, located in Kigali, is the nerve-center of the organization. LAF is the pre-eminent independent network of legal aid service providers and legal organizations in Rwanda.


Francine Niyibizi

My name is Francine Niyibizi, i have bachelor degree in law, i am legal officer and focal person in disability rights at Human Rights First Rwanda Association. i join the network for expanding my career by receiving new information about legal empowerment, concerning my expertise beside 3 years i have in this field i received many training related to the field.



Isaac GAFASHA is a financial sector regulatory expert . He has expertise in the financial sector development,especially banking , insurance , microfinance sector, pension and capital market regulatory framework. We initiated and implemented many projects relating to financial sector reform and restructuring with international consultant hired by WB from Philippines. We worked also with international consultants from African Development Bank for the projects on doing business, business facilitation and investment in agriculture sector and media sector, energy, water, infrastructure, public and private partnership and investment facilitation for Government of Rwanda and the EAC region. Isaac participated in designing and implementing, monitoring and evaluating projects relating to long term saving funds, collective investment schemes, custodial services, health reform sector, investment management services, research analysis in Rwanda and in East Africa. He is a professional trainer in justice sector. He has more than 10 years of experience in policy development, research, consulting services, business development, strategic procurement and procurement advisory services for the health sector, decentralization reform, public policy, social policy , economic policy, financial sector, financial inclusion and financial education, institutional and policy reform, governance , gender inclusion and gender policy, family policy , corporate governance, legislative drafting , policy reform, institutional set up , supply chain of medical products, food security, provision of advisory services to international manufacturers, suppliers of medical products, food from EU, USA, India, South Africa.


Jean Paul Ibambe

Lawyer, member of the Rwanda Bar Association (RBA) and East African Law Society (EALS), Currently Project Coordinator of Legal Aid Forum’s project entitled: “Using ICT to provide legal aid to Rwandan Population.” With experience in Media related topics including press freedom, access to information and media regulation. Fluent speaker of Kinyarwanda, English and French. I have good command of concept notes and reports drafting, leadership skills, communication skills, legal drafting and dispute resolution skills, independent user in digital skills as well as training techniques and monitoring, evaluation and reporting skills.
