Carlos is a human rights lawyer from Mexico, with experience in legal empowerment, environmental justice, and public interest law. He has worked on human rights education, climate and environmental justice, and institutional reform. Most recently, he served as Research and Public Policy Manager at the Mexican Center for Environmental Law (CEMDA) and coordinated the Learning Lab on Environmental and Climate Justice in Latin America at ELAC. Previously, he was Coordinator of the Human Rights Program at the Center for the Study of Legal Education (CEEAD), worked at the Mexican Supreme Court of Justice, and served as a consultant for the Office of the United Nations High Commissioner for Human Rights.
Carlos was a university professor of human rights and legal theory at institutions such as Tecnológico de Monterrey and the Facultad Libre de Derecho de Monterrey. He holds a Law degree and a Master’s in Applied Public Management from Tecnológico de Monterrey, a Master’s in Advanced Studies in Human Rights from Universidad Carlos III de Madrid, and a Master’s in Legal Argumentation from Universidad de Alicante. He also completed a research stay at Columbia University, where he worked on human rights education.
